[BLDG-SIM] Barrow, Alaska weather file

[Drury.Crawley at EE.DOE.GOV]

The easy fix is to move the location latitude
slightly below the arctic circle.  DOE-2.1E won't

Barrow, Alaska is above the arctic circle so (many? all?)
DOE-2.1e versions will crash.  It is a bug that has been
around a while.
