[BLDG-SIM] PowerDOE evaporative cooling system

I am trying to run a PowerDOE simulation with the "evap-cool" system type
and am having trouble controlling the system's supply fans. The fans need to
be run as constant volume, and I have specified this in the input:

   FAN-CONTROL      = CONSTANT-VOLUME

But, the run at cfm's ranging from 0 to my entered supply flow of 3900 cfm.
My baseline model is setup as a packaged heat pump and has no problems with
the constant volume fan control.

Has anyone run into a similar problem and have an idea how to properly
control the fans?
