Jeff, and everyone, 

90.1-1999 does not define a particular program for the
ECB Method or even that the program use 8,760 hours
for the simulation.  BLAST and DOE2 were just listed
as examples of programs that complied with the
requirements.  As an example of other programs, there
was a threshold set for minimum calculation hours
that, to be perfectly honest, was determined after
deciding that Trace could adequately model most
buildings to the accuracy that we needed.  

While SP140 has now been made a part of 90.1-2001, it
was not around back in the dark ages and is not a part
of the requirements for computer programs when
simulating a building under 90.1-1999.  :-)

BLAST simulations were done by PNL on behalf of the
committee.  They were for the purpose of defining the
energy impacts of varying mechanical equipment
efficiency, insulation levels, etc. This work formed
the foundation of the requirements in those sections
but that does not mean that BLAST must to be used
under the ECB methodology.
