[bldg-sim] Radiant Heating/Cooling

Another example of using radiant heating cost-effectively:  We designed a 
home in Wisconsin about 10 years ago that has electrical heating cables 
buried in an insulated sand bed below the concrete floor slab.  The sand 
bed is "charged" with electrical heat at night to take advantage of 
off-peak electrical power rates.  The heat diffuses to the slab surface the 
following day.  The owners report excellent comfort and low heating 
costs.  Unfortunately, no thermal performance data exists for this building.
