[BLDG-SIM] VAV fume hood exhaust

You can model the exhaust fans as the Return fan.  Set the MIN-OUTSIDE-AIR 
to 1.  To model VAV you need to set a MIN-CFM-SCHEDULE to match the 
behaviour of the fume hoods opening and closing (it is tricky to determine 
exactly this behavior).  This way you can attempt to capture any heat 
recovery available.
