Chris,

This might not be the most elegant solution, but it should get you close.
Although I think you can define a waterside economizer/fluid cooler, I don't
think you can specify the sequencing by outdoor air temp., just by load or
season.

You could probably do a base case run with the air-cooled chillers and
create an hourly report with dry bulb, wet bulb temps., tons, chiller kW,
and pump kW.  Next, import this into an Excel spreadsheet.  Based on the
performance of your fluid coolers, you can probably zero out the chiller and
CHW pump kW of the air-cooled system for those hours below a certain wet
bulb temperature when free cooling is happening.  You'll need to add a few
columns to track the fan, condenser water pump, and perhaps different
chilled water pump kW of the fluid cooler system.  

The difference between the two should be your savings.  The problem is it's
a bit more tedious and you have to keep track of when the peak demands are
hit.

I have been asked to model a chiller plant that consists of three air 
cooled chillers in parallel with two dry fluid coolers.  The fluid coolers 
will be used when outdoor temperatures permit "free cooling".  Any ideas on 
how to capture this free cooling with DOE2.1E?
