[BLDG-SIM] VisualDOE - Too high heating energy for VAV system

I'm modeling and Variable Air Volume (VAVS in DOE 2) system two ways.
Without reheat with baseboard heat, and another with reheat and with
baseboard heat.  

Both systems results in very high space heating energy (60 - 70% of all
building energy use).  

Any ideas what may cause that?
