I was able to convert the epw to TMY2 files, but am being unable to use
the DOE2 converter. Can you guide me how to go about that?

You can use the EnergyPlus Weather Converter to make TMY2 files out of
the EPW files.  Then you could use the DOE2 converter to create .bin
files.
