Vikram,
 
I am guessing that this is what the problem is.
 
You need to enter a value for "HEAT-SET-T", something like 95F will
work.  The default is "COOL-SET-T" which I am guessing you have set to
~55F which is why you're not getting any heat out of the main heating
coil.  To activate the zone level re-heat coils you need to be sure to
specify a reheat delta-T.  Both of these keywords are on the main
heating tab of the HVAC System.

I'm trying to model a packaged VAV system in eQUEST (v5.2), and I find
that I am not getting a heating load. I have the heating setup as hot
water coils. When I model the system as packaged multizone I get a
heating load, but this disappears when I use the packaged VAV option. Is
there a setting I need to turn on? Or is this simply not an option with
eQUEST?
