[bldg-sim] Glass Properties

Under "Glass Type Properties" Component Details tab, glass layers and
emissivity values are listed. Glass layers are indicated from outside to
inside.
For DOE-2 library glass types, front and back emissivity is indicated.
Low emissivity value is always listed on surface 2 (back of outside
panel) independent of glass type.  Is this an error, as glass types
(such as 2663-2665) have low emissivity coating on surface 3; so low
emissivity value should be on front of glass layer in second row.
