[bldg-sim] Question about Cooling tower

Hello,
Has anyone ever looked at or designed a system where the cooling tower was
used for heat recovery? i.e. in most cases the exhaust from the building is
routed via an energy or heat recovery unit for energy recovery and in the
process the incoming outside air is tempered. This exhaust air could be
routed to the cooling tower air supply stream. The exhaust from the building
is nominally at 75 deg F and 50% RH which would make the cooling tower
operate efficiently during the summer. The downside to this is that it would
not work during the winter and also the exhaust air flow is generally a lot
smaller than the cooling tower cfm. Not sure if there are any code
restrictions to this sort of thing.
Has anyone done any analysis on such a system?
