[bldg-sim] Out of Throttle Range.

You could also try using an economizer for the system. This would simulate
the opening of windows by occupants and keep temperatures down in the space.
Set the DRYBULB-LIMIT to a high value to keep the free cooling on in warmer
temperatures.

Hi Albert:

I am going to try to revert back to the netherworld of
DOE-2.

If the 2nd and 3rd floors have no cooling, the out of
throttling range should be meaningless cooling wise.
An uncooled area is at the mercy of the elements; ie,
solar, transmission, people, lights, etc..

Try increasing infiltration, which should be natural
to an apartment building opening its windows.

Don't get hung up on EVERYTHING DOE-2/eQuest says.
Think about what should REALLY happen, and adjust
inputs to create that scenario.
