[bldg-sim] Overhead Radiant Heaters

Another issue I have come up against in sizing the radiant heaters is the 
recovery time due to large overhead doors opening and closing 
frequently.  The air wash across the floor tends to keep the floor from 
warming up reducing the mean radiant temperature at the human level.
