In my opinion, your tool of choice should depend on the level of analysis you feel is warranted for the project.  If you need a relatively simple analysis and don't want to spend a lot of money then I would steer you towards F-Chart (www.fchart.com).  If instead you with to study in detail the solar water heating system and its impact on the building then you may wish to consider TRNSYS.  TRNSYS has an extensive library of solar models (including PV, water heating, space heating etc.) and its flexibility allows you to configure almost any type of solar water system that you can imagine.
