You could set your capcities to zero. However, if this is for a LEED model, beware of the fact that ASHRAE 90.1 (1999 or 2004, take your pick) requires you to model a code equivalent system whenever a cooling or heating system does not exist in the actual design. In order to minimize the impact on your overall energy consumption you could set schedules for the summer months in which the temperature of the building is allowed to increase to limits not acceptable during the normal conditioning hours, turn fans off, and alter the fraction/multiplier for internal loads such as lighting and misc equipment. This would be a truly representative case as less lighting, computers, etc will be active.

In the northwest USA we often use VAV systems without cooling for schools -- 100% outside air economizer cooling, and 'off' for three months in the summer.  The particular system I want to model in eQuest is the standard VAV with heat recovery, but I can't figure how to either define it without a cooling coil, or render the cooling coil and chiller ineffective.
 
What is the best way to do this?
