Funny you should ask. Last week at the SIM BUILD 2006
conference in Boston, Joe Huang from LBL presented some 
work he is doing on Title 24 test cases, converting files 
written in DOE-2.1E to EnergyPlus. Joe has an "alpha" 
version of his translator called doe2ep that might be helpful. 
 
You might contact Joe at YJHuang at lbl.gov and see if his 
translator is ready for prime time.
