Noticed you have been asking a few questions lately.

Sounds like you have a reheat system without a cold
deck reset. The DX unit (I am assuming with this size
building) is set at a constant cold deck temperature
of 55°F, so the VAV reheat are running wild. Put in a
cold deck reset and your heating (reheating) should
reduce dramatically.
