[BLDG-SIM] water side economizer simulation in eQuest

Dear Group,

We are trying to simulate waterside economizer
operation by adding an economizer-type chiller and
associated CHW and CW loops. However we met two
problems -- 

1. cooling tower can only be attached to either
chillers or the waterside economizer. It can't switch
between chillers and the economizer automatically.

2. We are simulating dual duct air conditioning
systes. It seems we can't turn on the waterside
economizer at the air-side systems.

Are there feasible ways in eQuest to simulate
water-side economizer?
