[BLDG-SIM] ASHRAE 90.1-2004 boiler plant modelling question

I have a design case which uses a condensing boiler for 66% of the heating 
load.  When warranted, purchased heating is staged in.  I can model this in 
DOE2 but I am wondering how the budget case would be modelled.  Any 
experience with this scenario?
