ACEEE examined a few new construction programs in their report AMERICA’S
BEST: PROFILES OF AMERICA’S LEADING ENERGY EFFICIENCY PROGRAMS. See
http://www.aceee.org/utility/bestpractoc.pdf This is much more readable than
slogging through complete program evaluations.

NYSERDA also posts their program evaluations so you should be able to find
the complete evaluation of their new construction program.

Hello all,

Does anyone have information/studies/contacts/etc on the
effectiveness of financial incentive programs to stimulate
energy efficiency expenditures in new buildings? I'm
specifically interested in program results that might
indicate $x of incentive leverages $y of capital spending.
