Daylighting controls would only be used if your building/project was
utilizing daylighting as an energy efficiency measure.  When daylighting
sensors are specified in your energy model for a particular space, DOE
2.2 performs a calculation on the amount of natural light entering a
space and simulates the dimming or shutting off of lights (depending on
how you set it up), thus saving electricity.  So long story short, if
the primary focus of your model is the effect of insulation, skip the
daylighting calculation.  Hope this helps.
