That's an interesting question. I believe you'll find some useful ASHRAE papers on this topic by such authors as Sandy Klein, Dru Crawlay, Don Colliver and others. AHSRAE's TC 4.2 committee has also studied this. However, most of these consider statistics of peak or extreme weather conditions. I do not recall any papers that considered uncertainty of equipment sizing.
