This is kind of an easy answer, but here is what the eQuest help file says for how they calculate the perimeter floor insulation:
 

Ground Floor - Exterior/Cavity Insulation


Usage Notes:

LBNL and CEC published sources describe approximations for using DOE-2 to model the two-dimensional slab-edge loss effects for a total of twenty-two perimeter insulation configurations. Each of these are represented under Exterior/Cavity Insulation when the Ground Floor Exposure is "Earth Contact".

Other insulation options are available when the Ground Floor Exposure is not "Earth Contact". These options represent a wide variety of insulating techniques dependent on the selected Ground Floor Construction type.

Changing the Ground Floor Construction will cause this input to reset to the default for the new Ground Floor Construction. 

DOE-2 Notes: 

For earth contact constructions, Perimeter Floor Insulation material selected here, if any, is represented in DOE-2 as a fictitious layer of insulation, placed below the floor slab, whose R-value is calculated to yield a composite total floor area UA product equal to a modified F2*perimeter length product, determined by LBNL research using detailed two-dimensional finite difference simulations. 

For all other floor constructions, the Exterior/Cavity Insulation material selected here, if any, is written to the exterior wall Layers command. Batt insulations are treated as R-value materials. For furred applications, no distinction is made between batt and board insulation, i.e., only insulation R-values are listed. In either case, only an R-value is written to the DOE-2 file, adjusted for thermal bridging effects. Thermal bridging is assumed in all cases for exterior wall Exterior/Cavity Insulation, since each is assumed to be applied between wall framing or furring members.

Hello,

I had a question regarding setting up a baseline model based on the ASHRAE 90.1-2004 standard.  For the envelope requirements, the required values for the "Slab on Grade Flrs" and "Below Grade Walls" are in terms of "F-values" and "C-values" respectively.  Since eQuest only takes the U or R values as inputs, I was wondering how these F and C values corresponded to them.  Any help would be greatly appreciated.
