[BLDG-SIM] EQUEST: Purchased Steam and Chilled Water

This is an equest detailed edit mode question.

I have a building that is on campus steam and chilled water.  I have added a
steam meter and chilled water meter to my building loops.

1) How do I "turn off" the boiler and chiller that are still attached to
these loops?

2) Is there a good tutorial source on what the inputs on the chilled
water/steam meter screen do?
