[BLDG-SIM] water side economizer in eQUEST

Dear all,
   
  I am simulating a building energy performance with VAV and Fan Coil sytems, respectively. I need to add the water side economizer to the system. I found that I cannot add water side economizer when the system type is Fan Coil system (the selection is gray color and cannot modify) but I can add water-side economizer when the air system type is a VAV system. Does anyone know what is the problem with this issue?
