[BLDG-SIM] High rise multi-family residential water heater baseline efficiency

I'm working on a high rise multi-family building for LEED 2.2 with separate
electric water heaters (storage not instantaneous) in each residence unit.  

 

ASHRAE 90.1-2004 appears to provide a baseline efficiency factor of
0.93-0.00132V in table 7.8 for the smallest size range for electric water
heaters (V is storage in gallons).  

 

I also found reference at GAMA's site to a Federal minimum of 0.97-0.00132V
for residential electric storage water heaters apparently issued by US DOE
in October 1990.  

 

ASHRAE 90.1-2004 seems to apply to high rise multi-family water heaters.
Any opinions on the correct standard to apply to the LEED 2.2. baseline?
