[BLDG-SIM] Interior Thermal mass in App G baseline

Does anyone have an opinion, or sense of the intent on the following:
App G is fairly clear that the baseline EXTERIOR walls are
"lightweight," and metal-framed. Floors & walls are mentioned, but
referenced to exterior ENVELOPE constructions and U-factors.
The U-M states the "baseline building is assumed to be steel-framed,"
but then goes on to state "if the proposed building has thermal mass in
the EXTERIOR construction… then the mass is credited."
So, if a proposed building has poured concrete frame and floors,
can/should the baseline building be modeled with "light weight," "steel
joist" interior floors? Or is this a characteristic which is not
specifically defined for the baseline, and thus the baseline should be
the same as the proposed?
