[Bldg-sim] ASHRAE 90.1-2004 Baseline System 5: Water or Air Cooled

All,
I am modeling a library that has a mix of air-cooled roof top units and
water-cooled packaged AC units with a cooling tower.  Based on floors,
square footage, and heating type, it falls under ASHRAE App-G baseline
system 5.

My question: Should the baseline systems be all air cooled? Or should it
match the proposed system, including both air cooled units and water
cooled units with a cooling tower?
