[Bldg-sim] Spandrel insulation

Appendix A of ASHRAE 90.1-2004 states that:
 
"The opaque mullions of the spandrel shall be covered with insulation
complying with the steel-framed wall requirements."
 
My climate zone requires both cavity and continuous insulation.
 
Am I to take this that the spandrel should be covered with both the
R-value of the cavity and continuous or just the continuous insulation?
 
Does the spandrel glass need to be covered?
