[Bldg-sim] Water-to-water Heat Pump EER

I'm working on a project that has a water-to-water heat pump (to use chiller
return water to preheat reheat water). Does anyone know if the EER is
regulated by any of the systems listed in the 6.8.1 tables in 90.1? Or is it
unregulated?
