[Bldg-sim] Conversion for Hourly data

DesignBuilder expects the full 8760 hourly records and it won't work
without. However, you could use your special 7 records to overwrite the
equivalent dates in a full years hourly weather data file for the same
location and it should work OK in DB and E+

is probably not acceptable to run DB or EnergyPlus.

  need at least 24 hours.  (Which of course, you could make up once you have
the basic file).

  The CSV format that the EnergyPlus weather program allows you to use would
allow you to hand edit the data to the desired number of hours.
