[Bldg-sim] Utility rate and cooling

ASHRAE appendix G allows to use EIA utility rate in lieu of actual rate. Does anybody have experience using EIA utility rate for their LEED projects? I can only find the electrical consumption rate cents/KWH for electricity, does anybody find the electricity demand rate in EIA website? Or is it possible to assume the consumption rate and the demand rate is the same if using EIA rate?

Another question is regarding to design indoor temperature. Appendix G requires a cooling system to be modeled for a heating only system. However, what is the design indoor temperature for the imaginary cooling system? Should I use common 75 degree F or a temperature close to outdoor design temperature to minimize the cooling system? It would affect the total energy modeling outcome since energy recovery is in proposed building system.
