[Bldg-sim] Pre/re coils

Hello,
 
I'm trying to model an office building which utilizes winter-time
outdoor air to pre-cool chilled water before sending it to compartmental
unit coils located on each floor to satisfy the year-round cooling loads
in the core of the building.  On the coldest days, supplementary heat is
injected into this loop from the boiler loop which also serves the
perimeter radiators.  The building buys chilled water from the city
through a heat exchanger.  Any thoughts on how to model this system?  I
would be glad to provide additional details if my explanation was
lacking.
