[Bldg-sim] Exterior lighting - ASHRAE-90.1-2004

Page 63 of 90.1-2004 lists some surfaces as W/s.f. and some as W/linear ft.,
while others are specified as W per location.  It appears to be clear as to
what areas are being referenced in each case.  If it’s the building façade
you are questioning, it gives a choice of W/s.f. of illuminated wall surface
or W/linear ft. for each wall being illuminated.

A hopeful simple question.
 
Page 63 of ASHRAE 90.1-2004 shows lighting power densities for Building
Exteriors. It is all stated in watt/square foot.
 
Watts per square foot of WHAT? Building sf ??  Parking Lot acreage?
 
It would seem that building w/sf would be unfair, as an expansive parking
lot (such as in Las Vegas casinos) would be unfairly penalized?
 
Answers?
