[Bldg-sim] eQUEST - percent of hours outside throttling range

If my memory serves me correctly the hours associated with night  
purge and optimal start are included in the hours loads not met.  As  
one would expect during these operational conditions, the space  
temperatures would often be out of range.  200-300 is not  
unreasonable in my experience.
