[Bldg-sim] GenOpt 2.1.0 optimization program released

We are pleased to announce the release of GenOpt 2.1.0.

GenOpt is a freely available open-source optimization program for the 
minimization of a cost function (such as annual energy use, peak 
electrical demand, utility cost, etc.) that is evaluated by an external 
simulation program.

For example, you can compute a building's annual energy cost in 
EnergyPlus, TRNSYS, IDA, DOE-2, or any simulation program with 
text-based input and output, and let GenOpt automatically find the 
values of selected parameters that yield lowest cost.

GenOpt has a library with local and global multi-dimensional and 
one-dimensional optimization algorithms, as well as algorithms for doing 
parametric studies.
