[Bldg-sim] DOE2.1e plant loads not satisfied

I have a model with a number of PSZ systems, HEAT-SOURCE = 
FURNACE.  There are very few hours with the heating loads unmet (SS-R 
report).  The PS-D report shows that the heat loads are unmet.  I 
assumed that the SYSTEM heating loads are all met by the PSZ.  There 
are no baseboards or humidity specifed in the model so there should 
be no heating loads for the plant to satisfy.  What am I missing?
