FYI:

You'll need conversion factors to go from steam to gas (or fuel) at the utility meter. Such factors can vary by load, boiler, etc. There is information in this
in the upcoming ASHRAE Performance Metric Protocols, ASHRAE Guideline 14-2002, and the papers below:

Beasley, R., Haberl, J., Turner, D., Claridge, D. 2002. “Development of a Methodology for Baselining The Energy Use of Large Multi-building Central Plants,” ASHRAE Transactions-Research, Vol. 108, Pt. 1, pp. 251 - 259 (January).

Liu, Z., Haberl, J., Lynn, B., Cook, M. 2006. “Methodology for Analyzing Energy and Demand Savings From Energy Service Performance Contracts Using Short-term Data”, Proceedings of the Fifteenth Symposium on Improving Building Systems in Hot and Humid Climates, Texas A&M University, Orlando, Florida, published on CD ROM (July).

The ASHRAE paper can be found at www.ashrae.org<http://www.ashrae.org>, the Hot and Humid paper can be found at the ESL's web site www.esl.tamu.edu<http://www.esl.tamu.edu>, where all of our papers and reports are now on-line.

When using campus steam and chilled water, how do you tie the utility costs to the steam meter?
