[Bldg-sim] Process Load Points Allowance

At USGBC.org, a CIR submitted 5/26/09 approvingly says that now projects are eligible to claim more than 4 points EA1 Credit through process energy efficiency savings and references a date 10/15/09.  I am unable to find any document with this date.
Is this notice posted somewhere other than the CIR page?
What is the new maximum EA1 point eligibility for process energy efficiency savings?
