[Bldg-sim] Throttling Range

When reviewing the BEPU output report, the "Percent of Hours outside the
throttling range" is noted.  I have a couple of questions regarding what
this means and how to trouble shoot it:
*	What would typically be the Max hours outside the throttling
range that would be considered acceptable?  (e.g. <10%?)
*	If this value is greater than 10%, where is the next place to
look to find the source of the issue?  Is this normally due to
undersizing/oversizing a system or zone?
I'd appreciate any input on this topic!
