You have two options

1. Avail yourself a meteonorm weather file, which is a workable option in
many scenarios. EnergyPlus support team can help you with getting Meteonorm
weather file.

2. You may want to search for a city which has weather characteristics as
close to Mecca as possible. For doing this, you could use weather city tool
on following link http://www.vibyor.com/weather-tool
