[Bldg-sim] FW: new DES document is now posted

I think y'all have misunderstood the new DES guidance. It's designed to
simplify things. 

Under the old guidance you had to run the model twice - once as a stand
alone building, then again including the district energy plant.

Now you have a choice - you can run it either way.

If you are a v2009 project, the new guidance is optional. If you want to do
it the hard way, no one will stop you.
