[Bldg-sim] custom weather file

I feel like I've seen this question asked before, but couldn't find it
in the archives.

 

Does anyone know if there is a tool that can extract a TMY file (or EPW
file) to excel, then allow adjustments to the excel spreadsheet, and can
then recompile back to TMY or EPW or BIN?

 

I basically need to make a custom weather file based on a weather
station.
