[Bldg-sim] LEED EA P2 requirement clarification

I agree with Bill. I, too, am not a LEED reviewer but I have been an energy
code reviewer and the interpretation was always that the code requirements
for insulation were for new buildings and existing building where the wall
was going to be modified. That makes sense where requiring an existing
building to have all walls modified would not. LEED supports the reuse of
existing materials as well as energy efficiency so forcing a change would
seem counter
intuitive.
