This cannot be answered until you know whether there will be 
airconditioning or not. For air-conditioned spaces, single-glazing 
sounds costly, for non air-conditioned spaces, insulating would be 
probably by far less interesting then controling air-flow. As far as I 
found, you have a climate with strong temperature drops over about half 
year, so there is a potential for using this as long as you have 
sufficient mass (a metal roof e.g. does not offer much here, but that 
may be fine).
