[Bldg-sim] EP-Quick 1.6 Now Available

A minor update to EP-Quick to support EnergyPlus 3.1 and 
EnergyPlus 4.0. You can still use EP-Quick on all of the 
releases of EnergyPlus since version 1.2.1.
