[Bldg-sim] Radiant Slab & Trickle Vents

Under ASHRAE 90.1 1999 if the proposed building HVAC system includes a
radiant slab thoruhghout and trickle vents on the perimeter (containing
hot-water coils) should the baseline system also include these components
and not simply be specified according to the baseline system-type table?
