[Bldg-sim] LEED C&S and non-cooled spaces

I am modelling a project for LEED C&S.  Two utility spaces have 
electric heaters, no cooling.  In 90.1-2004, Table 11.3.1, 10 HVAC Systems:
"(d) Where no cooling system exists or no cooling system has been 
specified, the cooling system shall be modeled as an air-cooled 
single-zone system, one unit per thermal block. The system 
characteristics shall be identical to the system modeled in the 
budget building design."

Does this mean that these two utility spaces are to have packaged 
single zone system with DX cooling?  Or does it mean that the only 
cooling is by outdoor air ("air-cooled")?
