[Bldg-sim] Hot-Water Supply Temperature Reset in DOE2.1e

DOE2.1e from Hirsh uses the HW-SUPPLY-RESET = LOAD-RESET
"LOAD-RESET indicates that the HW-SUPPLY-T will
be reset so that one hot-water coil valve is
fully open. All other hot-water coil valves will
modulate as required to maintain the supply air temperature set-point."
