[Bldg-sim] Looking for Baseline HVAC system type for Commercial New Construction in Pennsylvania versus a GSHP

Good afternoon group.

Can anyone out there tell me what the baseline HVAC system assumption is for compliance with PA energy code (2009 IECC, ASHRAE 90.1-2007) for these building types:
Schools
Offices
Nursing Home/Retirement Community?

Even better would be any information on standard industry practice from a baseline study or other PA-specific source.
